Over the phone, Clord could tell Gabriel was dissatisfied that both his plans were rejected. But Clifford was not going to let him have his way.

Gabriel snorted, “They are still considerably reasonable.”
Nina echoed, “That’s true.”

It was barely two months since they left the headquarters but Jackie had already wiped out her entire family including her handler. As for Charlie himself, he broke protocol by leaving his assigned area.
Things escalated when Rachel and Jessica’s antics attracted the Wrath Force, only for Gabriel and Nina to destroy their branch office. As if that was not enough, Nina even went back and hung their entire squad on the rafters as if it were an art installation.

All in all, although the war machines caused some trouble after reintegrating into society, the higher–ups considered these incidents within acceptable limits. As long as they did not cross the line into killing, their occasional interactions were tolerated.
